第一部分 第一次會議提案工作情況
一、提案提交情況
2013年(nian)雙代會(hui)(hui)第(di)一次會(hui)(hui)議,共收(shou)到提(ti)(ti)案(an)表126份,經提(ti)(ti)案(an)委員會(hui)(hui)專題會(hui)(hui)議審議后(hou),歸(gui)類整理出(chu)64件提(ti)(ti)案(an)、31個意見(jian)和建議、5個不立案(an)議題。
具體情(qing)況如下:(一(yi))對(dui)符(fu)合(he)黨和國家政策法規(gui),學(xue)校(xiao)(xiao)有條(tiao)件辦理(li)(li),又(you)確實(shi)需要辦理(li)(li)的(de)(de)提(ti)(ti)(ti)案(an)(an),提(ti)(ti)(ti)案(an)(an)委員會將80個(ge)議(yi)(yi)題整理(li)(li)合(he)并(bing)為64個(ge)正(zheng)式(shi)提(ti)(ti)(ti)案(an)(an);(二)對(dui)一(yi)些不(bu)符(fu)合(he)立(li)(li)案(an)(an)要求但(dan)有參考價值的(de)(de)提(ti)(ti)(ti)案(an)(an),提(ti)(ti)(ti)案(an)(an)委員會將41個(ge)議(yi)(yi)題匯(hui)總(zong)整理(li)(li)為31個(ge)意見和建(jian)(jian)議(yi)(yi),匯(hui)總(zong)后轉送(song)有關(guan)職能部門(men),逐條(tiao)向(xiang)提(ti)(ti)(ti)案(an)(an)人回(hui)復;(三(san))對(dui)屬于(yu)個(ge)人問題提(ti)(ti)(ti)案(an)(an)、或(huo)(huo)提(ti)(ti)(ti)出(chu)的(de)(de)問題正(zheng)確,但(dan)已經(jing)解決的(de)(de)提(ti)(ti)(ti)案(an)(an),以及(ji)一(yi)時(shi)沒有條(tiao)件解決的(de)(de),可(ke)向(xiang)提(ti)(ti)(ti)案(an)(an)人做出(chu)解釋的(de)(de)提(ti)(ti)(ti)案(an)(an),則不(bu)予立(li)(li)案(an)(an)。(四)5個(ge)不(bu)立(li)(li)案(an)(an)議(yi)(yi)題:第一(yi),關(guan)于(yu)為來深探望子女(nv)的(de)(de)父母(mu)提(ti)(ti)(ti)供臨時(shi)住所(suo)的(de)(de)建(jian)(jian)議(yi)(yi)。不(bu)立(li)(li)案(an)(an)原(yuan)因:學(xue)校(xiao)(xiao)西麗湖校(xiao)(xiao)區設(she)有招待所(suo),可(ke)以滿足需求;第二,關(guan)于(yu)建(jian)(jian)議(yi)(yi)學(xue)校(xiao)(xiao)為各二級(ji)學(xue)院單位(wei)配備急救箱的(de)(de)提(ti)(ti)(ti)案(an)(an)。不(bu)立(li)(li)案(an)(an)原(yuan)因:急救工作(zuo)涉及(ji)面(mian)廣,針對(dui)性(xing)強,需要有資質(zhi)的(de)(de)醫(yi)護人員正(zheng)確規(gui)范操作(zuo),建(jian)(jian)議(yi)(yi)將突發情(qing)況及(ji)時(shi)報告醫(yi)務室(shi)或(huo)(huo)校(xiao)(xiao)外醫(yi)療機(ji)構處置;第三(san),關(guan)于(yu)清理(li)(li)辦公室(shi)毀壞桌椅的(de)(de)提(ti)(ti)(ti)案(an)(an)。不(bu)立(li)(li)案(an)(an)原(yuan)因:無明確地(di)點;第四,關(guan)于(yu)修剪學(xue)校(xiao)(xiao)內路邊的(de)(de)樹(shu)枝的(de)(de)提(ti)(ti)(ti)案(an)(an)。不(bu)立(li)(li)案(an)(an)原(yuan)因:屬于(yu)明喆物業綠(lv)化管(guan)理(li)(li)日常工作(zuo);第五,關(guan)于(yu)校(xiao)(xiao)門(men)增加校(xiao)(xiao)區標(biao)識,設(she)計(ji)考慮(lv)建(jian)(jian)筑風水的(de)(de)提(ti)(ti)(ti)案(an)(an)。不(bu)立(li)(li)案(an)(an)原(yuan)因:不(bu)符(fu)合(he)一(yi)事一(yi)議(yi)(yi)原(yuan)則,其(qi)中一(yi)事提(ti)(ti)(ti)法亦(yi)不(bu)妥當。

二、提案受理情況
在落(luo)實提案(an)辦理的(de)過程(cheng)中,學校工會多(duo)次召開提案(an)工作委員會會議(yi),及時(shi)與有關的(de)職能部門進行溝通,完成提案(an)處理落(luo)實工作。
64件(jian)提案涉及(ji)到教(jiao)學(xue)(xue)、科研、學(xue)(xue)生、人事、行政教(jiao)輔、生活服務及(ji)其它等(deng)7個方(fang)面。其中“(一)制作佩(pei)戴校徽(hui);(二)開(kai)設“書(shu)院(yuan)論壇”;(三)推進解決教(jiao)職(zhi)工(gong)集資款;(四(si))進一步完善校園無線(xian)網絡(luo)覆蓋;(五)新增校區電瓶車、方(fang)便(bian)師生員工(gong)出行”等(deng)5件(jian)提案確(que)定為2013年(nian)度學(xue)(xue)校為教(jiao)職(zhi)工(gong)辦理的實(shi)事。

三、職能部門答復和處理提案情況(見附件1)
四、提案委員會工作
提案(an)委員會(hui)是雙(shuang)代會(hui)提案(an)落實的(de)最(zui)基本的(de)工(gong)(gong)作(zuo)(zuo)組織(zhi)。本著“提醒重(zhong)視,溝通交流,推動進程(cheng)”的(de)工(gong)(gong)作(zuo)(zuo)原則,對與多部(bu)門(men)相(xiang)關的(de)提案(an),注重(zhong)組織(zhi)協調(diao);對常規(gui)提案(an),逐一跟蹤檢查。一年(nian)來,在校分管(guan)領(ling)導的(de)指導、各部(bu)門(men)支持、以(yi)及全體委員和校工(gong)(gong)會(hui)共同努(nu)力(li)下,較好地履行了職責,順利地完成了工(gong)(gong)作(zuo)(zuo)任務(wu)。
1.做好提(ti)案宣傳工(gong)作,使廣(guang)大教職工(gong)和雙代會(hui)(hui)代表加深對提(ti)案價(jia)值的(de)認(ren)識:即提(ti)案是雙代會(hui)(hui)廣(guang)泛聯系群(qun)眾(zhong)(zhong)、集中(zhong)群(qun)眾(zhong)(zhong)智慧(hui)、吸引(yin)教職工(gong)參與(yu)學校民主管理和民主監督(du)的(de)一個(ge)重要途徑。
2.保證(zheng)提(ti)案調研時間。嚴格執(zhi)行雙(shuang)代會相關規(gui)定(ding),督促代表樹立群(qun)眾意(yi)識,平時注意(yi)群(qun)眾反映,為提(ti)案準備(bei)信息資源,及時反映教職工的意(yi)見和建議(yi)。
3.準確把握(wo)提案(an)(an)的立案(an)(an)。凡(fan)是(shi)按要求(qiu)提交的提案(an)(an)表,原則(ze)上都予(yu)以(yi)立案(an)(an)。對于沒有立案(an)(an)的提案(an)(an),即使是(shi)個(ge)案(an)(an)或建議(yi),本著實事求(qiu)是(shi)的態度認真對待(dai)和(he)處理(li)。
4.不(bu)斷提(ti)高(gao)提(ti)案辦理的(de)質量。一是(shi)規范(fan)提(ti)案辦理的(de)程序;二是(shi)加大督辦的(de)力度,跟蹤落(luo)實(shi),確保(bao)能解決(jue)的(de)問題及時(shi)解決(jue)。一些(xie)因(yin)客觀原因(yin)一時(shi)做(zuo)不(bu)到的(de),則做(zuo)好解釋工作,真(zhen)正做(zuo)到案案有回(hui)音,件件有交(jiao)待。
5.推動承(cheng)辦(ban)單(dan)位實施“一(yi)把手(shou)”工程,確保交(jiao)出滿意“答卷(juan)”。在提(ti)(ti)(ti)案(an)辦(ban)理(li)(li)過程中,絕大(da)多(duo)數承(cheng)辦(ban)單(dan)位一(yi)把手(shou)親(qin)自(zi)負責(ze),親(qin)自(zi)過問,從嚴要(yao)求、從快辦(ban)理(li)(li),表現出對學校事(shi)業高(gao)度(du)負責(ze)的(de)態(tai)度(du)。人事(shi)處(chu)承(cheng)辦(ban)提(ti)(ti)(ti)案(an)14件(jian)(jian)、意見(jian)和建(jian)議5個;后勤基建(jian)處(chu)承(cheng)辦(ban)提(ti)(ti)(ti)案(an)11件(jian)(jian)、意見(jian)和建(jian)議12個。此類(lei)提(ti)(ti)(ti)案(an)大(da)多(duo)是(shi)民(min)生話題,直(zhi)接關系到師生員工的(de)切身利益。在接到提(ti)(ti)(ti)案(an)后,兩個部門負責(ze)人分別帶領有關人員,認真分析原(yuan)因,限(xian)時辦(ban)理(li)(li),并加(jia)強(qiang)與提(ti)(ti)(ti)案(an)人溝通,爭(zheng)取(qu)提(ti)(ti)(ti)案(an)人的(de)理(li)(li)解和支持。
至(zhi)2013年底,在(zai)各承辦部門的(de)大力支持和(he)配合(he)(he)(he)下,已全(quan)部答復(fu)提案人(ren)。承諾為教(jiao)職(zhi)員工辦的(de)年度(du)5件實事中,書院論壇開始運作;電瓶車新增了3輛;校(xiao)(xiao)徽在(zai)進(jin)一步的(de)改進(jin);校(xiao)(xiao)園無線網絡在(zai)進(jin)一步的(de)完善;教(jiao)職(zhi)工集資款這一歷史(shi)遺留問題正在(zai)處理中,學(xue)校(xiao)(xiao)一如既往積(ji)極與上海(hai)思博(bo)職(zhi)業(ye)技術學(xue)院聯系,責成校(xiao)(xiao)內有關公(gong)司按公(gong)司法合(he)(he)(he)法、合(he)(he)(he)理、合(he)(he)(he)情地予(yu)以解決。3月20日,上海(hai)思博(bo)職(zhi)業(ye)技術學(xue)院黨政主要領導帶隊(dui)來校(xiao)(xiao)尋求解決途徑。我們(men)將繼續跟蹤推進(jin),確(que)保教(jiao)職(zhi)工的(de)合(he)(he)(he)法權益(yi)。
綜上所述,上次(ci)會議64件提案中,不宜采用和(he)(he)難以落(luo)(luo)實的共(gong)10項,占(zhan)(zhan)15.6%;其余54件,已經落(luo)(luo)實和(he)(he)正(zheng)在落(luo)(luo)實的48件,占(zhan)(zhan)75.0%;還有正(zheng)在論證,經過努力可以完成的6件,占(zhan)(zhan)9.4%。
提(ti)(ti)案(an)(an)委(wei)員會(hui)向(xiang)提(ti)(ti)案(an)(an)人發出(chu)《提(ti)(ti)案(an)(an)反饋意(yi)(yi)見(jian)評(ping)價表》,對職(zhi)能部門承辦的64個(ge)提(ti)(ti)案(an)(an)給出(chu)“滿(man)(man)意(yi)(yi)”、“不滿(man)(man)意(yi)(yi)”、“無所(suo)謂(wei)(wei)”的評(ping)價意(yi)(yi)見(jian)。統(tong)計結果為(wei):2個(ge)提(ti)(ti)案(an)(an)被(bei)評(ping)“無所(suo)謂(wei)(wei)”,5個(ge)提(ti)(ti)案(an)(an)被(bei)評(ping)“不滿(man)(man)意(yi)(yi)”,57個(ge)提(ti)(ti)案(an)(an)都(dou)被(bei)評(ping)為(wei)“滿(man)(man)意(yi)(yi)”,提(ti)(ti)案(an)(an)反饋意(yi)(yi)見(jian)的滿(man)(man)意(yi)(yi)度為(wei)89.1%。
五、存在問題和今后的打算
提案工作與過去相比(bi)有進步,但仍然存在一(yi)些問題和不足。
1.個別(bie)提案承辦(ban)部門對所辦(ban)理(li)的(de)提案重(zhong)視程度不夠,辦(ban)理(li)過程拖拉,辦(ban)理(li)質量不高。
2.雙代(dai)會代(dai)表提(ti)案工作(zuo)水平有待提(ti)高,特別是提(ti)案撰寫比較(jiao)集(ji)中民生福利,而對學校發展大(da)局(ju)關(guan)注(zhu)度不夠。
針(zhen)對存在(zai)的(de)(de)問題,我們提(ti)(ti)出(chu)改進工作的(de)(de)措(cuo)施:(1)加強與提(ti)(ti)案承辦部門溝通(tong),提(ti)(ti)升(sheng)他(ta)們對提(ti)(ti)案落實工作重要性的(de)(de)認識;(2)在(zai)可(ke)能的(de)(de)條件下,對雙代會代表進行(xing)提(ti)(ti)案方(fang)面的(de)(de)培訓學(xue)習,提(ti)(ti)高提(ti)(ti)案工作水平。
六、總結表彰
經(jing)工(gong)會委員會評(ping)選,2013年度(du)4個“優秀(xiu)提(ti)案”和2個“提(ti)案承辦先進單位”分別是(shi):
第(di)(di)一,鄭永(yong)森(sen)、張臻、蘇(su)文(wen)(wen)代(dai)表(biao)(biao)提(ti)出(chu)(chu)的(de)“開設(she)‘書院(yuan)講壇’,推進書院(yuan)制(zhi)改革(ge)和文(wen)(wen)化育人工(gong)作”;第(di)(di)二,麻小紅、魯林華(hua)、施(shi)蓓、朱方來、鮑薇薇、邱浩、肖景文(wen)(wen)、王群、張雷代(dai)表(biao)(biao)提(ti)出(chu)(chu)的(de)“公(gong)布(bu)學校(xiao)教(jiao)師集資款運營狀態”;第(di)(di)三,郭剛(gang)、吳鋒(feng)、余菲、李(li)放、尹向(xiang)東、陳燕(yan)代(dai)表(biao)(biao)提(ti)出(chu)(chu)的(de)“將無線網絡覆蓋整(zheng)個校(xiao)區”;第(di)(di)四,袁述義(yi)、楊燕(yan)云、文(wen)(wen)小龍(long)代(dai)表(biao)(biao)提(ti)出(chu)(chu)的(de)“制(zhi)作佩戴校(xiao)徽(hui)”。
2013年(nian)度2個“提案承辦先進單(dan)位”分別是人事處(chu)、后勤基(ji)建處(chu)。
第二部分:本次雙代會提案和建議情況報告
按照學校(xiao)《教(jiao)職(zhi)(zhi)工(gong)(gong)代表大(da)會(hui)(hui)(hui)工(gong)(gong)作細則》和工(gong)(gong)會(hui)(hui)(hui)的(de)(de)有關規定,校(xiao)工(gong)(gong)會(hui)(hui)(hui)于今(jin)年(nian)3月(yue)初向(xiang)學校(xiao)提(ti)交(jiao)了“關于召開第五屆教(jiao)代會(hui)(hui)(hui)暨第六屆工(gong)(gong)代會(hui)(hui)(hui)第二次(ci)會(hui)(hui)(hui)議的(de)(de)請示(shi)”,并于3月(yue)14日得(de)到校(xiao)黨委批復,啟動大(da)會(hui)(hui)(hui)的(de)(de)籌備程序,給(gei)各分工(gong)(gong)會(hui)(hui)(hui)發(fa)出了向(xiang)代表征(zheng)集提(ti)案(an)的(de)(de)通(tong)知。代表們(men)圍(wei)繞學校(xiao)發(fa)展、人事(shi)制(zhi)度(du)改革(ge)以及(ji)教(jiao)職(zhi)(zhi)工(gong)(gong)所(suo)關心的(de)(de)問題,認真思考,深入(ru)調研(yan),廣(guang)泛聽取(qu)意見,負責任(ren)地提(ti)交(jiao)每一個提(ti)案(an)。
截至3月(yue)25日,本次雙代會共(gong)收到99份提案(an)(an)表(見(jian)附件2)。分為(wei)教學、科研(yan)、學生、人事(shi)、行(xing)政(zheng)教輔、生活服務(wu)及其它等方面。會后(hou),提案(an)(an)工作委員會將本著務(wu)實革新精神,對代表們(men)提出的提案(an)(an)進行(xing)歸類整理,認真討論研(yan)究是否立案(an)(an),同時(shi)送校(xiao)領導(dao)批示,提交(jiao)相關(guan)職能部(bu)門落實辦理。
