第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年(nian)雙代會第一次會議,共收到提(ti)案(an)表126份,經提(ti)案(an)委(wei)員會專(zhuan)題會議審議后,歸(gui)類整理(li)出64件提(ti)案(an)、31個(ge)意見和(he)建議、5個(ge)不立案(an)議題。

  具(ju)體(ti)情況如下:(一(yi)(yi))對(dui)(dui)符合(he)(he)黨和國家政策法(fa)規(gui),學(xue)校(xiao)有(you)(you)條件辦理,又(you)確(que)實需要辦理的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an),提(ti)(ti)(ti)(ti)案(an)(an)委員(yuan)會(hui)(hui)將(jiang)80個(ge)(ge)議(yi)題整(zheng)理合(he)(he)并為(wei)64個(ge)(ge)正式提(ti)(ti)(ti)(ti)案(an)(an);(二(er))對(dui)(dui)一(yi)(yi)些不(bu)符合(he)(he)立(li)案(an)(an)要求但(dan)有(you)(you)參考(kao)價值的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an),提(ti)(ti)(ti)(ti)案(an)(an)委員(yuan)會(hui)(hui)將(jiang)41個(ge)(ge)議(yi)題匯(hui)(hui)總整(zheng)理為(wei)31個(ge)(ge)意見和建議(yi),匯(hui)(hui)總后轉送有(you)(you)關(guan)(guan)職能部門,逐條向(xiang)提(ti)(ti)(ti)(ti)案(an)(an)人回(hui)復;(三)對(dui)(dui)屬于(yu)(yu)個(ge)(ge)人問(wen)題提(ti)(ti)(ti)(ti)案(an)(an)、或(huo)提(ti)(ti)(ti)(ti)出(chu)的(de)(de)(de)(de)(de)問(wen)題正確(que),但(dan)已經解決的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an),以及(ji)一(yi)(yi)時沒有(you)(you)條件解決的(de)(de)(de)(de)(de),可向(xiang)提(ti)(ti)(ti)(ti)案(an)(an)人做出(chu)解釋(shi)的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an),則不(bu)予立(li)案(an)(an)。(四(si)(si))5個(ge)(ge)不(bu)立(li)案(an)(an)議(yi)題:第一(yi)(yi),關(guan)(guan)于(yu)(yu)為(wei)來深(shen)探望子女的(de)(de)(de)(de)(de)父母提(ti)(ti)(ti)(ti)供臨時住所的(de)(de)(de)(de)(de)建議(yi)。不(bu)立(li)案(an)(an)原(yuan)因(yin):學(xue)校(xiao)西麗湖校(xiao)區設有(you)(you)招待所,可以滿足需求;第二(er),關(guan)(guan)于(yu)(yu)建議(yi)學(xue)校(xiao)為(wei)各(ge)二(er)級(ji)學(xue)院單位配備急救箱的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)。不(bu)立(li)案(an)(an)原(yuan)因(yin):急救工作涉及(ji)面廣,針(zhen)對(dui)(dui)性強,需要有(you)(you)資質的(de)(de)(de)(de)(de)醫護人員(yuan)正確(que)規(gui)范(fan)操作,建議(yi)將(jiang)突(tu)發情況及(ji)時報告醫務室(shi)或(huo)校(xiao)外醫療機構處置;第三,關(guan)(guan)于(yu)(yu)清(qing)理辦公(gong)室(shi)毀(hui)壞桌椅的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)。不(bu)立(li)案(an)(an)原(yuan)因(yin):無明(ming)確(que)地點;第四(si)(si),關(guan)(guan)于(yu)(yu)修(xiu)剪學(xue)校(xiao)內路邊(bian)的(de)(de)(de)(de)(de)樹枝的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)。不(bu)立(li)案(an)(an)原(yuan)因(yin):屬于(yu)(yu)明(ming)喆(zhe)物(wu)業(ye)綠化管理日常工作;第五,關(guan)(guan)于(yu)(yu)校(xiao)門增加(jia)校(xiao)區標識(shi),設計(ji)考(kao)慮建筑風水的(de)(de)(de)(de)(de)提(ti)(ti)(ti)(ti)案(an)(an)。不(bu)立(li)案(an)(an)原(yuan)因(yin):不(bu)符合(he)(he)一(yi)(yi)事(shi)一(yi)(yi)議(yi)原(yuan)則,其中一(yi)(yi)事(shi)提(ti)(ti)(ti)(ti)法(fa)亦不(bu)妥當(dang)。

  二、提案受理情況

  在落(luo)實提(ti)案(an)辦理的過(guo)程中,學校(xiao)工(gong)(gong)會多次(ci)召開提(ti)案(an)工(gong)(gong)作委(wei)員(yuan)會會議(yi),及時與有(you)關的職能部(bu)門進行溝通(tong),完(wan)成提(ti)案(an)處(chu)理落(luo)實工(gong)(gong)作。

  64件提案涉及(ji)到教(jiao)學(xue)、科研(yan)、學(xue)生(sheng)、人事、行政教(jiao)輔、生(sheng)活服務及(ji)其它等(deng)7個方(fang)面。其中(zhong)“(一(yi))制作佩戴校(xiao)徽;(二)開設“書院(yuan)論壇(tan)”;(三)推進解決教(jiao)職工(gong)集資款(kuan);(四)進一(yi)步(bu)完善校(xiao)園無(wu)線網絡覆蓋(gai);(五)新增(zeng)校(xiao)區電瓶車、方(fang)便師生(sheng)員(yuan)工(gong)出行”等(deng)5件提案確定為(wei)2013年度學(xue)校(xiao)為(wei)教(jiao)職工(gong)辦理的實事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提案(an)(an)委員會是(shi)雙代(dai)會提案(an)(an)落實的(de)最基(ji)本的(de)工(gong)作組(zu)織(zhi)。本著“提醒(xing)重(zhong)視,溝通交流(liu),推動進程”的(de)工(gong)作原(yuan)則,對與多部門相(xiang)關的(de)提案(an)(an),注重(zhong)組(zu)織(zhi)協調;對常規(gui)提案(an)(an),逐一(yi)跟蹤檢查。一(yi)年(nian)來,在校分管領導的(de)指導、各部門支持(chi)、以及全體委員和校工(gong)會共同努力下,較好地(di)(di)履行(xing)了職責,順利地(di)(di)完成了工(gong)作任務(wu)。

  1.做好(hao)提(ti)(ti)案宣(xuan)傳(chuan)工(gong)作,使廣(guang)大(da)教(jiao)(jiao)職(zhi)工(gong)和雙代(dai)會(hui)代(dai)表(biao)加深(shen)對(dui)提(ti)(ti)案價值的認(ren)識:即提(ti)(ti)案是雙代(dai)會(hui)廣(guang)泛聯(lian)系群(qun)眾、集中群(qun)眾智慧、吸引教(jiao)(jiao)職(zhi)工(gong)參(can)與學校民主管理和民主監(jian)督的一個重要(yao)途(tu)徑。

  2.保證提案調研(yan)時(shi)間。嚴格執(zhi)行雙代(dai)會相關規(gui)定(ding),督促代(dai)表(biao)樹立群眾意(yi)識,平時(shi)注意(yi)群眾反映,為提案準(zhun)備信息(xi)資源,及(ji)時(shi)反映教職工(gong)的意(yi)見和建(jian)議。

  3.準確把(ba)握提(ti)案(an)(an)的立(li)案(an)(an)。凡(fan)是按要求(qiu)提(ti)交的提(ti)案(an)(an)表,原則上都予以立(li)案(an)(an)。對于沒有立(li)案(an)(an)的提(ti)案(an)(an),即(ji)使是個案(an)(an)或(huo)建(jian)議,本(ben)著實(shi)事求(qiu)是的態度認真(zhen)對待和(he)處理。

  4.不斷(duan)提高提案辦(ban)理(li)(li)的(de)質量。一(yi)是(shi)規范提案辦(ban)理(li)(li)的(de)程序;二是(shi)加(jia)大督辦(ban)的(de)力度,跟蹤落實,確(que)保能解(jie)決(jue)的(de)問題及時(shi)解(jie)決(jue)。一(yi)些(xie)因客觀原因一(yi)時(shi)做(zuo)不到(dao)(dao)的(de),則做(zuo)好解(jie)釋(shi)工作,真正做(zuo)到(dao)(dao)案案有(you)回音,件(jian)件(jian)有(you)交待。

  5.推動承(cheng)辦(ban)(ban)單(dan)位(wei)實施“一把(ba)手(shou)”工(gong)程,確保交(jiao)出(chu)滿(man)意“答卷”。在(zai)提案(an)辦(ban)(ban)理(li)過程中,絕大多數承(cheng)辦(ban)(ban)單(dan)位(wei)一把(ba)手(shou)親(qin)自負責(ze),親(qin)自過問,從嚴要求、從快辦(ban)(ban)理(li),表現出(chu)對學(xue)校事(shi)業(ye)高度負責(ze)的態(tai)度。人(ren)事(shi)處承(cheng)辦(ban)(ban)提案(an)14件(jian)、意見和建議(yi)5個(ge)(ge);后(hou)勤(qin)基建處承(cheng)辦(ban)(ban)提案(an)11件(jian)、意見和建議(yi)12個(ge)(ge)。此類(lei)提案(an)大多是民生(sheng)話(hua)題,直(zhi)接關系到師生(sheng)員工(gong)的切身利益。在(zai)接到提案(an)后(hou),兩個(ge)(ge)部門負責(ze)人(ren)分(fen)別(bie)帶領(ling)有(you)關人(ren)員,認(ren)真分(fen)析(xi)原(yuan)因,限時辦(ban)(ban)理(li),并加強與提案(an)人(ren)溝通(tong),爭(zheng)取(qu)提案(an)人(ren)的理(li)解和支持。

  至2013年底,在各承辦部(bu)門的大力(li)支持和(he)配合(he)(he)下(xia),已全(quan)部(bu)答復提案人。承諾(nuo)為教職(zhi)員工辦的年度5件實(shi)事中(zhong),書院(yuan)(yuan)論壇開(kai)始運作(zuo);電(dian)瓶車新增了3輛;校徽(hui)在進(jin)一(yi)步(bu)(bu)的改進(jin);校園無線(xian)網絡(luo)在進(jin)一(yi)步(bu)(bu)的完善;教職(zhi)工集(ji)資(zi)款這一(yi)歷史遺(yi)留問題正在處理中(zhong),學(xue)(xue)校一(yi)如既往積極(ji)與(yu)上海(hai)思博職(zhi)業技(ji)術學(xue)(xue)院(yuan)(yuan)聯系,責成校內(nei)有關公司(si)按公司(si)法(fa)合(he)(he)法(fa)、合(he)(he)理、合(he)(he)情地予以解(jie)決。3月20日,上海(hai)思博職(zhi)業技(ji)術學(xue)(xue)院(yuan)(yuan)黨政主(zhu)要(yao)領導帶隊來校尋求解(jie)決途徑。我們將繼續跟蹤(zong)推進(jin),確保教職(zhi)工的合(he)(he)法(fa)權益。

  綜上所述(shu),上次會議64件(jian)(jian)(jian)提案中,不宜(yi)采用和難以落(luo)實(shi)的共10項,占15.6%;其余54件(jian)(jian)(jian),已(yi)經落(luo)實(shi)和正在落(luo)實(shi)的48件(jian)(jian)(jian),占75.0%;還有(you)正在論證,經過努力可(ke)以完成的6件(jian)(jian)(jian),占9.4%。

  提(ti)案(an)(an)委員會向提(ti)案(an)(an)人發出(chu)《提(ti)案(an)(an)反饋(kui)意(yi)(yi)見評價表》,對職(zhi)能(neng)部門承辦的64個提(ti)案(an)(an)給出(chu)“滿意(yi)(yi)”、“不滿意(yi)(yi)”、“無(wu)所謂(wei)”的評價意(yi)(yi)見。統計結果為(wei)(wei):2個提(ti)案(an)(an)被(bei)評“無(wu)所謂(wei)”,5個提(ti)案(an)(an)被(bei)評“不滿意(yi)(yi)”,57個提(ti)案(an)(an)都被(bei)評為(wei)(wei)“滿意(yi)(yi)”,提(ti)案(an)(an)反饋(kui)意(yi)(yi)見的滿意(yi)(yi)度為(wei)(wei)89.1%。

  五、存在問題和今后的打算

  提案(an)工作與過(guo)去相比有進步,但(dan)仍(reng)然(ran)存在一(yi)些問題和不足。

  1.個別提案承辦部門對所辦理(li)的提案重視(shi)程度不(bu)夠,辦理(li)過程拖拉,辦理(li)質量不(bu)高。

  2.雙代會(hui)代表(biao)提案工作水(shui)平(ping)有待提高,特別是提案撰寫比(bi)較集中民生福(fu)利,而對學校發展大局關注度(du)不夠。

  針對(dui)存在的問(wen)題,我們(men)提(ti)出(chu)改進工作的措施:(1)加強與(yu)提(ti)案(an)(an)承辦部(bu)門溝通,提(ti)升他們(men)對(dui)提(ti)案(an)(an)落(luo)實工作重要性的認識;(2)在可能的條件下,對(dui)雙代會代表進行提(ti)案(an)(an)方面的培訓學(xue)習,提(ti)高提(ti)案(an)(an)工作水平(ping)。

  六、總結表彰

  經工會委員會評選,2013年度4個“優秀提(ti)案(an)”和2個“提(ti)案(an)承辦先進單(dan)位”分別(bie)是:

  第(di)一,鄭永森、張臻、蘇(su)文代(dai)(dai)(dai)表(biao)(biao)提(ti)出(chu)的“開設(she)‘書院講壇’,推進(jin)書院制改革和文化育人工作”;第(di)二(er),麻小(xiao)紅、魯(lu)林(lin)華、施蓓(bei)、朱(zhu)方來、鮑(bao)薇薇、邱浩(hao)、肖景文、王群、張雷代(dai)(dai)(dai)表(biao)(biao)提(ti)出(chu)的“公布學校(xiao)教師集資款運營狀態”;第(di)三,郭剛、吳(wu)鋒、余菲(fei)、李放、尹向東、陳燕代(dai)(dai)(dai)表(biao)(biao)提(ti)出(chu)的“將(jiang)無線網(wang)絡覆蓋整(zheng)個校(xiao)區”;第(di)四,袁述義(yi)、楊(yang)燕云(yun)、文小(xiao)龍代(dai)(dai)(dai)表(biao)(biao)提(ti)出(chu)的“制作佩戴校(xiao)徽”。

  2013年度2個“提案承辦先進(jin)單位”分別是人事處、后(hou)勤基(ji)建處。

第二部分:本次雙代會提案和建議情況報告

  按照學(xue)校(xiao)《教(jiao)職工(gong)(gong)代表大會(hui)(hui)工(gong)(gong)作細則》和工(gong)(gong)會(hui)(hui)的(de)有關(guan)規定(ding),校(xiao)工(gong)(gong)會(hui)(hui)于今年(nian)3月初向(xiang)學(xue)校(xiao)提交了(le)“關(guan)于召開第五屆(jie)教(jiao)代會(hui)(hui)暨第六屆(jie)工(gong)(gong)代會(hui)(hui)第二次會(hui)(hui)議的(de)請示”,并于3月14日得(de)到校(xiao)黨委批復,啟動(dong)大會(hui)(hui)的(de)籌備程序,給各分工(gong)(gong)會(hui)(hui)發(fa)出了(le)向(xiang)代表征集提案的(de)通知(zhi)。代表們圍繞(rao)學(xue)校(xiao)發(fa)展、人事制度(du)改(gai)革(ge)以及教(jiao)職工(gong)(gong)所關(guan)心的(de)問題,認真思(si)考,深入調(diao)研,廣泛聽(ting)取(qu)意見(jian),負責任地提交每(mei)一個提案。

  截至3月25日,本(ben)次雙代會(hui)共收到99份提案(an)表(biao)(見附件(jian)2)。分為教學、科研(yan)、學生、人事、行政教輔(fu)、生活服務及(ji)其它等方面。會(hui)后,提案(an)工作委員會(hui)將本(ben)著務實(shi)革新精神,對代表(biao)們提出的提案(an)進行歸類整理(li),認(ren)真討論(lun)研(yan)究是否立案(an),同(tong)時(shi)送校領(ling)導批示,提交(jiao)相關職能部門(men)落(luo)實(shi)辦理(li)。
